Transportation infrastructure is identified as one of the key focus area to drive economic growth and sustainable poverty reduction in Ghana. This can be achieved via the Ghana Transport Sector Improvement Project (TSIP). The overarching development objective of the TSIP is to improve the management of transport sector including road asset management of selected classified road networks in the Brong-Ahafo, Northern, Upper East, and Upper West Regions of Ghana.

The Project Development Objectives are to

  • Reduce travel time on selected parts of the classified road network in Northern Ghana,
  • Promote road safety, and
  • Strengthen the institutional management of the transport sector.

These objectives will be achieved through targeted institutional reform and expenditure reviews, the introduction of performance-based road contracting, and coordinated road safety activities.

In support of these objectives, the project emphasizes social accountability and citizen engagement as integral parts of the project design and implementation process as well as the operationalization and maintenance of selected road networks. Citizen engagement promotes community ownership of projects and incentivizes local participation in project implementation. In advancing Social Accountability, the project intends to institute /has instituted deliberate initiatives for engaging project-affected communities on project-related issues and to provide easily accessible mechanisms by which local communities can convey their voices, concerns, and grievances about the project to the ministry and its subcontractors. The mechanism for receiving and resolving project-related grievances will also facilitate dissemination of information about the performance of contractors and other service providers during and after project implementation, the source of funding and cost of project, project duration, design and processes, and the effects of the projects on the livelihood of community members.

The initiatives for citizen engagement and grievance redress mechanisms will include the use of Information & Communication Technologies (ICT) and web-based instruments to build the necessary interface and relationship between contractors and service providers on one hand and the road-user community on another. Specific to Grievance Redress Mechanisms, GRM, the project intends to use an ICT-based system as a medium for receiving and addressing project-related grievance and complaints.

To this end, the transport sector of Ghana is focused on providing “An integrated, efficient, cost-effective and sustainable transportation system responsive to the needs of society, supporting growth and poverty reduction and capable of establishing and maintaining Ghana as a transportation hub of West Africa”.
